Toronto Just Launched an AI Permit Pre-Check. Honolulu Made It Mandatory.
Maria Chen did not need a lecture on zoning. She needed her backyard ADU approved, and the city needed a reason to look at why it took 117 days and $28,000 in extended contractor fees while her permit sat in Denver's queue bouncing between conflicting interpretations of the 2023 Zoning Code and a GIS parcel record that did not match the historic plat.

It surfaces relevant municipal code sections with confidence scores, exposes its reasoning chain as JSON-LD mapped to Municode's repository, and lets a planner override with one click while logging the deviation for equity auditing, which is more restraint than most govtech tools show, and Denver's story matters because it explains why Toronto, Honolulu, and Los Angeles all made the same bet within eight months and why that bet affects your timeline more than any construction robot your framer bought this year.
Three cities, one pattern
On August 27, 2026, the City of Toronto launched Building Permit Application Pre-Check, an online self-check that uses AI to flag potential issues in eligible residential permits before you submit them. Incomplete applications slow down reviews for everyone, the release says, and the pilot aims to reduce avoidable resubmissions by giving you real-time feedback on missing, incomplete, or inconsistent information and certain zoning or Ontario Building Code issues, plus a findings report you can fix or explain before the city ever opens your file.
Eligible today: residential buildings with two units or fewer, including additions, alterations, laneway and garden suites, decks, porches, and detached garages in eligible residential zones, with a pilot that runs one year, is voluntary, does not approve permits, does not replace staff review, and leaves all final decisions to staff regardless of whether you used the tool. Toronto will assess applicant experience, application quality, and impact on review times to decide on expansion, which is bureaucrat for we will see if this actually works once we have real numbers.
Honolulu went further, and its mandate changes the calculus. In December 2025 Honolulu's Department of Planning and Permitting launched CivCheck for residential applications, and by August 6, 2026 it required CivCheck for eligible residential projects covering single-family, two-family, duplex, ADU and ohana units, all residential new construction, additions, and alterations. You use it, you get a certificate of completion with an ID code, you include that ID when you submit through the city's standard process, and it is free to applicants regardless of how many projects you prepare, which matters because the city paid for it: more than $1 million for the residential module and $515,250 for the commercial module per a DPP spokesperson quoted in the same Aloha State Daily piece.
What Honolulu bought for that $1M plus is a claim: Clariti, the Vancouver firm behind CivCheck, reported decisions are 55% faster and review cycles dropped 58% based on 19 residential permits that used CivCheck versus 17 that did not in Q1 2026. Tiny sample. Vendor-reported. Early pilot. Keep that asterisk in your head while you read the mayor's quote about reducing permit review times while upholding safety standards, because the mayor is not wrong to want that outcome, but 36 permits do not prove it holds at scale.
Los Angeles took a third path that matters for anyone rebuilding after fire. On April 30, 2025, Governor Newsom announced Archistar's AI e-check would be provided free to local governments and users for fire rebuild through a partnership with LA Rises and Steadfast LA with contributions from Autodesk and Amazon, using computer vision, machine learning, and automated rulesets to instantly check designs against local zoning and building codes. Steadfast LA Chairman Rick Caruso said it would turn a process that can take weeks and months into one that can happen in hours or days, the tool is now on a statewide contract any California local government can access, and Archistar says it is already used by 25-plus municipalities across the US, Canada, and Australia including Vancouver, Austin, Houston, Seattle, Colorado, British Columbia, New South Wales, a vendor claim with no independent audit published but a footprint that is real enough to matter if your city has signed.
If you build in Honolulu you must run your plans through AI first. If you build in Toronto you can and probably should, because a clean intake package moves faster through a clogged queue. If you rebuild in LA you can do it free. All three cities say the same thing in their releases: this does not replace official review, does not guarantee approval, preserves professional judgment, and the code still does not care about your timeline even when it tells you sooner.
What AI can actually check today
Here is where a code nerd gets picky, because building codes are not one code. They are a stack: zoning, intake completeness, land use, structural, fire, energy, plumbing, electrical, and the local amendments that make a 2021 IRC mean something different in Austin than in Toronto, and current pre-check tools cluster around the top of that stack where the errors are cheapest to fix.
Toronto covers missing, incomplete, or inconsistent information and certain zoning or Ontario Building Code issues within pilot scope. Honolulu's CivCheck helps check compliance with permit and code requirements such as intake, residential, and land use regulations and can process handwritten submissions. Archistar checks local zoning and building codes in the assessment process. Denver's PermitFlow cross-references zoning code, GIS parcel data, and historical approval patterns and surfaces relevant code sections with confidence scores but explicitly never generates legal conclusions, which is the right boundary for a tool that will be cited in an appeal.
That leaves structural, fire separation, egress, energy, and the rest to humans for now, which is reassuring if you remember that structural review exists for a reason.
Academic work shows where this goes next, and how far lab results are from production. A paper received May 8 2026, revised June 13, accepted June 26, published July 2 2026 in MDPI Buildings, tested an agentic AI system for roof design compliance using computer vision, retrieval-augmented generation, and large language models across fifteen distinct roof design projects comprising 60 code compliance decisions derived from FBC 2023, with four LLMs evaluated and GPT-5.4 highest at F1 0.97 and accuracy 97%. Impressive, also limited: reasoning and vision components were evaluated separately rather than as an integrated end-to-end pipeline, scope limited to one jurisdiction and two drawing types, authors themselves say broader code coverage and production-setting validation are needed before claims of generality, which is academic for we got it working in the lab, not on your job site.
Translation: lab accuracy 97% on roofs in Florida is not production reliability on structural in Toronto. It is a signal that agentic AI can meaningfully support compliance review and reduce reviewer burden, not that it can stamp your plans, and that distinction matters when a vendor promises full automation.
The math cities are not showing you
Take Honolulu's numbers seriously enough to do arithmetic with them, then question them with the same arithmetic.
City cost for Honolulu runs $1,000,000-plus for the residential module alone, not counting staff training, maintenance, or commercial module. If Honolulu processes roughly 2,500 residential permits per year, that is $400 per permit in city spend amortized year one. Applicant cost is zero direct, free to use. Time saved is 55% faster decisions on a 19 versus 17 sample in Q1 2026. If a typical Honolulu residential review cycle runs 20 to 30 days and staff time runs $75 per hour fully loaded, saving two review cycles at 3 hours each is $450 in staff time, which roughly covers that $400 per permit if the 55% holds at scale. Break-even in year one is plausible, though not proven at this sample size, and that caveat should be in every council presentation where this is cited.
Denver's math is clearer because it is one homeowner's invoice. 117 days delay, $28,000 in extended contractor fees, equals $239 per day of permit stall on an ADU. If PermitFlow triage in under nine minutes avoids even one incomplete submission cycle that would have cost 14 days, that is $3,346 in contractor standby avoided on a modest project, and for a GC running three ADUs concurrently that is real money that does not show up in any city's ROI slide deck.
Toronto's pilot is voluntary, so adoption will self-select for applicants who already prepare complete packages, which biases early results upward and means you should expect Toronto to report glowing first-quarter numbers while asking for the denominator that tells you whether novices actually improved or experts just opted in.
None of this accounts for learning curve. AIA Honolulu executive VP Julia Fink told Aloha State Daily that member firms in pilot received prompt, detailed feedback demonstrating potential as pre-screening and quality control, but also called it labor-intensive with redundant tasks and a learning curve for both users and reviewers. Architects also flagged intellectual property protection for proprietary designs uploaded to Clariti's servers. That concern is not paranoia. You are uploading your custom home design to a private company's cloud because your city made you, with unclear retention, and that trade deserves a written answer before you upload your best work.
What to do Monday morning
If you build in Honolulu: go to honolulu.gov/dpp, find CivCheck. It is intended for design professionals but anyone preparing a qualifying project can use it, though DPP recommends the person most familiar with the design prepares the submission because you will be revising plans and technical documents in a workflow that rewards familiarity with the project's quirks.
Upload residential new construction, addition, alteration, ADU, or ohana, expect zoning and code compliance feedback that is prompt and detailed according to pilot users, fix before you submit, and you will receive a certificate with ID to include with your city application. Budget two to four extra hours the first time, redact proprietary details where allowed, and ask Clariti in writing about retention and reuse before you upload anything you would not want on a public slide.
If you build in Toronto: you are eligible if your project is residential two units or fewer, including laneway, garden suite, deck, porch, or detached garage in eligible residential zones, voluntary today but likely influential on reviewer perception tomorrow because a clean pre-check signals competence. If you rebuild in Altadena or Palisades: ask your city if they have adopted the Archistar statewide contract. Property owners can pre-check plans before submission to ensure valid plans, avoid frustrating delays, and expedite review once received by city or county staff per the state's description, free through philanthropic partnership with contributions from Autodesk and Amazon, which turns weeks and months into hours or days in Caruso's phrasing that is optimistic but still cheaper than a resubmission cycle that keeps your family in temporary housing.
For everyone else: treat AI pre-check as QC, not approval. All three cities emphasize human final decision, Denver's RAG never generates legal conclusions and instead surfaces code sections with confidence scores, and you should use it to catch intake errors before the city does because a 68% stall rate from fragmented legacy data means your complete application is competing against incomplete ones clogging the queue, so being clean at intake is a competitive advantage no software vendor will put on a billboard.
No tool checks everything. Structural, fire, and energy remain human, and if a vendor tells you otherwise, ask for FBC 2023 60-decision level evidence and watch the room go quiet while they search for a study that does not exist.
The strongest case against mandatory pre-check
Here is the best argument for skipping all of this, stated at full strength because it deserves it and because mandatory tools should survive hostile scrutiny.
Mandatory pre-check adds a gate without removing one. Honolulu requires a CivCheck certificate before you can formally submit, then DPP does its full official review anyway, so you do extra work for the same approval chain and AIA Honolulu's description of labor-intensive with redundant tasks is architect for we did the city's homework twice. For small builders and knowledgeable homeowners, learning curve is real, UI is new, IP risk is unresolved, and $1M-plus city spend for 55% faster on 36 permits in Q1 is not evidence, it is a press release with a sample size that would fail an undergraduate stats class. Toronto says its tool does not approve permits or replace staff review, which is honest and also means it adds work without subtracting any. Denver's PermitFlow exposes its reasoning chain and lets planners override with one click while auto-logging deviations for equity auditing, which is admirable and also means it pushes interpretation back to overworked planners who now have JSON-LD to read in addition to your plans.
The real bottleneck, that 68% stall figure from Denver's audit, is not an AI problem. It is a database modernization problem. Fragmented legacy systems that cannot talk to each other do not get fixed by an LLM that reads them faster. They get fixed by replacing them. AI pre-check is a faster reader for a broken library, not a new library, and if your city mandates upload to a private vendor with unclear data retention, you have traded permit speed for IP exposure with no statutory protection in most jurisdictions, which is a bad trade for a custom home designer whose details are the business.
That argument loses on one point: the queue is real today, the library rebuild takes years, and a faster reader still gets your client into a home months earlier when interest rates are ticking up and temporary housing costs $3,500 a month. But it wins on IP, on cost scrutiny, and on demanding better evidence before cities write $1M checks that future councils will have to defend when the vendor raises renewal pricing.
Limitations and what we did not prove
This analysis uses government press releases, industry reporting with spokesperson data, and one peer-reviewed paper, not independent audits of city permitting systems. Denver's 117-day, $28K case is a single homeowner, not a randomized sample, though the city-commissioned audit finding 68% stall from fragmented legacy data supports systemic friction. Archistar's 25-plus municipality claim is vendor-reported, no independent verification of performance across jurisdictions, and the California statewide contract terms are not public in the release. MDPI Buildings roof compliance 97% accuracy is lab evaluation, separated vision and reasoning components, limited to roof, FBC 2023 only, authors explicitly state broader validation needed before generality claims. We did not verify per-unit costs at scale for any city's tool, did not test CivCheck, Pre-Check, Archistar, or PermitFlow ourselves, and did not obtain data retention agreements for Clariti or Archistar. The $239 per day Denver calculation assumes linear contractor standby cost, which varies by market and contract type, and the $400 per permit Honolulu amortization assumes 2,500 permits per year and year-one full cost, which simplifies maintenance, training, and multi-year amortization. Union markets, historic districts, coastal zones, and seismic requirements will change timelines and none of our math accounts for them.
We also could not verify per-unit costs on multi-home projects for any pre-check vendor, and no third-party audit of Toronto's pilot methodology exists yet, which means any claim about future expansion is speculation informed by vendor roadmaps rather than independent verification.
Why cities moved first
In 2025, NAHB found just 1% of single-family builders used AI to operate equipment. Builders were not rushing to automate. Cities were, because permitting delays stem less from technical review complexity than from application quality at intake, as multiple cities now say in near-identical language that reveals a shared consultant or a shared truth.
Catching errors before formal submission costs less than cycling incomplete applications through the review queue multiple times and does not require additional staff, which is why that sentence appears in different forms in Toronto, Honolulu, and Denver releases: it is true and every planning department is short-staffed, and a tool that makes intake cleaner without hiring is attractive even when its evidence base is thin.
So AI adoption in residential construction did not come from the job site. It came from city hall, where a nine-minute triage that surfaces the right zoning section with a confidence score is more valuable than a robot that can lay blocks, because the block robot still waits for a permit and the permit clerk still waits for a complete application that never arrives because the applicant did not know they needed a soils report for that slope.
Your plans have 12 code errors. Toronto will tell you in real time now. Honolulu will make you fix them before you can even submit. Los Angeles will check them free if you are rebuilding from fire. None will approve you. All will move you faster if you let them, which is a strange sentence to write about government software, but here we are in 2026 where city hall ships faster than most startups.
The code still does not care about your timeline. Now it tells you sooner, which is progress of a sort that only a builder who has waited 117 days for an ADU can fully appreciate.
