Denver's response was to partner with Boulder startup CivixAI to build a permit triage engine that processes intake in under nine minutes.
Honolulu tried a different version of the same idea and published the numbers.
What Honolulu actually measured
Honolulu's Department of Planning and Permitting had averaged eight months for residential permits in early 2025, according to Honolulu Civil Beat reporting cited by HousingWire. In August 2025 the city replaced legacy systems with CivCheck, an AI permitting platform that checks applications for completeness and code compliance at submission, before formal review begins.
Q1 2026 data, based on 19 CivCheck-processed residential permits (single-family, duplex, ADU, additions, renovations) versus 17 comparable non-CivCheck projects, shows a pattern that should feel familiar to anyone who has waited on a permit:
Average days to decision fell from 73 to 32.5, saving 40.5 days. Average plan review cycles dropped from 3.4 to 1.4. Average total corrections fell from 23.5 to 7.7. Average intake cycles fell from 1.5 to 1.0. All of this happened without changing a single line of Honolulu's zoning code.
DPP Director Dawn Takeuchi Apuna put it plainly: CivCheck guides applicants, helping them understand what is missing or noncompliant, which cuts down the number of review cycles. That guidance matters because in Hawaii, Takeuchi noted, timing is of the essence, construction materials are shipped in, interest rates shift, and 40 days of delay can cost more than the permit fee itself.
Honolulu now runs a Priority Review program that moves CivCheck-processed applications directly into pre-screen, with mandatory use planned later in 2026. The city also earned a spot on the 2026 GovTech AI 50 list for the deployment.
LA tried it at disaster scale
Twelve thousand homes and structures were lost in the January 2025 Eaton and Palisades fires. Governor Gavin Newsom's April 30, 2025 executive order called the pace of local permitting "not meeting the magnitude of the challenge" and announced a partnership that would provide Archistar's AI eCheck software free to Los Angeles City, Los Angeles County, and Malibu.
Archistar, a Sydney-based proptech firm, uses computer vision, machine learning, and automated rulesets to pre-check designs against local zoning and building codes. Homeowners upload a PDF, the system checks it, and they receive a report they can include with their county disaster recovery permit application. The state announcement described the tool as allowing property owners to pre-check plans before submission to ensure they submit valid plans, avoiding frustrating delays.
By December 2025, the state reported early results that mirror Honolulu's pattern. For like-for-like rebuilds in LA County, staff review time fell 54% compared to applications without an Archistar report. For non-like-for-like rebuilds, review time fell more than 36%. In the City of LA, early results show similar reductions. The software, built with contributions from Autodesk and Amazon and philanthropic partners LA Rises and Steadfast LA, has been accessed by hundreds of users. It remains free during the pilot, results delivered in up to ten business days, often faster.
Archistar's July 2025 partnership with the International Code Council signals where this goes next. Automated code compliance, once limited to disaster recovery, becomes infrastructure.
Why this works everywhere else too
Seattle Mayor Bruce Harrell's June 2025 executive order created the Permitting and Customer Trust (PACT) Team, an AI pilot that began in April 2025 with public rollout expected in 2026. The city expects to cut housing review cycles by 50% or more. Seattle's Innovation and Performance team partnered with the Department of Construction and Inspections and Seattle IT under the city's Responsible AI policy.
GeekWire's coverage noted three specific improvements Seattle expects: pre-screening applications for completeness and compliance, reducing back-and-forth by resolving common errors early, and identifying unclear processes for future simplification.
PYMNTS synthesized the pattern in early 2026: Denver isn't alone, Honolulu's Department of Planning and Permitting launched CivCheck in December for residential applications with commercial to follow by mid-2026, Seattle directed all development applications through an AI pilot, Austin launched an AI tool with Archistar to expedite zoning review. The common constraint across cities is not technical review complexity but application quality at intake. Catching errors before formal submission costs less than cycling incomplete applications through the review queue multiple times and does not require additional staff.
Denver's implementation shows how specific the technology gets. CivixAI's PermitFlow engine cross-references Denver's 2023 Zoning Code, GIS parcel data, and twelve years of Denver Board of Adjustment rulings via a fine-tuned Llama 3 70B model running on NVIDIA H100s in a FedRAMP Moderate environment. Unlike generic foundation models, it uses a retrieval-augmented generation pipeline where the LLM never generates legal conclusions but surfaces relevant municipal code sections with confidence scores derived from semantic similarity checks, exposing its reasoning chain through a JSON-LD API that maps each cited regulation to its source in Municode.
The $14,672 nobody puts on the permit fee schedule
No city publishes this calculation, but builders live it. Take a $600,000 ADU or small single-family project financed with a 7.5% construction loan. Honolulu's 40.5 days saved equals roughly $4,993 in interest alone (600,000 × 7.5% × 40.5 ÷ 365). Add contractor standby fees. Maria Chen's Denver case implies $239 per day ($28,000 ÷ 117 days). At 40.5 days, that is $9,679. Combined avoided cost is about $14,672 per permit, more than the entire cost of CivCheck or Archistar, which are currently free.
Even more telling: 23.5 corrections dropping to 7.7 means 15.8 fewer corrections. Honolulu's historical average was 21.5 days per review cycle (73 days ÷ 3.4 cycles). Eliminating two cycles matches the measured 3.4 → 1.4 reduction almost exactly. This suggests most delays are not substantive disagreements about whether your second story exceeds height limits. They are completeness failures, missing smoke detector locations, omitted structural details, energy code forms filed with wrong vintage, plumbing fixture counts that don't match floor plan.

If you are anywhere else: replicate the logic manually. Download your city's submittal checklist, cross-reference it with the 12-point list above, and have someone who did not draw the plans do the intake review, fresh eyes catch missing smoke detector symbols and unsigned energy forms faster than the person who has stared at the sheets for 40 hours. Ask your reviewer for the three most common correction items they see on residential applications like yours. Most will tell you, because they would rather not write the same correction letter 200 times a year.
For production builders: your land team already uses AI to scan parcels, D.R. Horton scanned 183,000 parcels with AI in 2025 to identify 3,000 high-potential sites. Apply the same pre-qualification discipline to entitlements. A builder who can afford Prophetic or TestFit for site selection can afford to systematize intake QC.
Strongest counterargument
AI pre-check risks creating a two-tier system where homeowners with access to CivCheck or Archistar get 55% faster permits while everyone else remains at 73 days. Honolulu's mandatory rollout addresses this locally, but most cities have no equivalent plan, and Archistar's free LA access depends on philanthropic funding from LA Rises and Steadfast LA that may not scale statewide.
More fundamentally, completeness checking does not solve hard code interpretation disputes. Hillside lots, historic overlays, coastal zones, and variance requests still require human judgment, and those projects see little benefit from automated intake. Faster permitting without faster inspections, utility hookups, or material availability just moves the bottleneck downstream, you get your permit in 32.5 days and then wait 60 days for transformer or panel upgrade.
There is also equity auditing risk. Denver's CivixAI exposes its reasoning chain through JSON-LD mapped to Municode with override logging for equity auditing, a feature competitors lack. If a city deploys black-box permit AI without similar transparency, it could systematize inconsistent code interpretation rather than fix it. This counterargument has teeth because it reframes AI permitting as intake hygiene, not substantive reform. Hygiene matters, $14,672 matters, but it does not build more housing by itself.
Limitations

LA County Archistar results are early pilot data from hundreds of users with up to ten business day turnaround during pilot. They compare like-for-like rebuilds (54% reduction) and non-like-for-like rebuilds (36%+ reduction) against non-Archistar applications, but LA County has not published control group size, variance, or whether comparison controls for project complexity. Free access depends on philanthropic partnership that may not continue statewide.
Seattle PACT's 50%+ reduction is a projection, not a measured result, with pilot began April 2025 and public rollout expected 2026. Denver Maria Chen case is a single anecdote that triggered a city-commissioned audit finding 68% stall rate from fragmented legacy data, audit methodology not independently verified.
